Sim City 4
An old game running on new hardware is a bit of a chore, but going to a fansite like Simtropolis really helps to bring the best out of this game. And given the online issues with the most recent Sim City, there's more enjoyment to be had from a classic game like Sim City 4, which has no online requirement.

Sim City 4: Deluxe Edition is like the old Sim City with newer building ideas. When you place a zone it automatically places roads within it, so you don't have as much automomy in that regard but you can see the impact of reducing funding to special buildings etc. You do have more precise control overall. This is a pretty good game especially for the price, this is well worth getting.
