Albert Lupo plays the brilliant but deranged scientist Dr Levine, who resolves to save the fading beauty of a disfigured singer. Using his miraculous healing serum 'Derma 28' the process is a great success, however when the Doctor's serum begins to run out he must go to terrible lengths to ensure a fresh supply. Preying on the migrant refugees at the docks Levine is mistaken for an urban vampire whom the refugees name 'Seddock'.
